Transfer deadline of 132 Jalmahals of HILIP project extended to 2023
(Dhaka, Thursday, July 7, 2022) Land Minister Saifuzzaman Chowdhury has said that now only registered and genuine fisheries cooperative societies, bonafide fishermen are getting Jalmahal (Waterbodies) lease. This is because, after accepting the Jalmahal application online, it is becoming possible to arrange the transparent and efficient lease management by synchronizing the field level report and data from the land information (data) bank.
Land Minister Saifuzzaman Chowdhury stated this while presiding over the 70th meeting of the committee on leasing of government Jalmahal held at the conference room of the land ministry at the secretariat on today, Thursday. Land Secretary Md Mustafizur Rahman PAA, Officials of Sairat Mahal wing of the Land Ministry and Officials of the HILIP Project under the Local Government Division were present. Concerned Deputy Commissioners virtually attended the meeting.
The land minister further said that online information on all the lands acquired and information of Sairat Mahal are being uploaded as part of digital land management. About, 82% of the data of various types of government and Khas land / real properties have already been uploaded in the land data bank.
Saifuzzaman Chowdhury said that, as part of digital land management, arrangements have been made to upload all information related to acquired land and Sairat Mahal. There are initiatives to preserve all the information in Land Data Bank related to Jalmahal (Waterbody), Balumahal (Sandbody), khas land (state-owned land), Vested property, Hat-Bazar, Tea-garden, Chingrimahal (shrimp pond zone) and all information related to the acquired land. As a result, it is possible to get all the information related to the leased and settled land, Sairat Mahal, the public landed property immediately. Moreover, the Land Information Bank is also playing an important role in making decisions regarding land acquisition and land allotment.
It is to be noted that today, proposals of 17 Jalmahals in Habiganj, Tangail, Sunamganj, Moulvibazar, Pabna, Kishoreganj and Khulna districts as per the report from the Deputy Commissioner and 139 handed over Jalmahals to the HILIP project under the Local Government Division were discussed in the meeting.
The land minister has approved to extend the deadline to April 13, 2023 for returning (to the land ministry’s jurisdiction) of 132 of the 139 Jalmahals handed over to the HILILP based on the report in today’s meeting. Noted that, the ‘Haor Infrastructure and Livelihood Improvement Project’ (HILIP)’ has been running since 2012 to improve the living standards and reduce poverty of the destitute people in the Haor region. The HILP project is scheduled to end in 2023.
