Out of the 102 private universities running in the country, 31 do not have vice-chancellors. 70 have no vice-chancellor. And the number of private universities without treasurer is 36. Meanwhile, in some universities all these top three posts are vacant. Students in universities where these posts are vacant are facing problems in their work.
According to related sources, the three important posts of Vice-Chancellor, Vice-Chancellor and Treasurer are vacant in Bangladesh University, The People’s University of Bangladesh and Victoria University in the capital.
The original certificate of degrees awarded by the private universities is to be signed by the Vice-Chancellor appointed by the Chancellor and the Controller of Examinations. Students said that where there is no regular vice-chancellor, they are facing problems in these tasks.
In the appointment of vice-chancellor, vice-chancellor and treasurer in private universities, the names of three persons for each post have to be sent to the Ministry of Education. It is scrutinized and sent to the President for appointment to each post. The President is the chancellor of all universities in the country.
Abubakar, the registrar of the People’s University in the capital, which has three important posts vacant, said that they are unable to send proposals for the appointment of the vice-chancellor as the quorum of the board of trustees is not complete. Their university does not have the post of Vice-Chancellor. They have sent proposals for appointment of Treasurer.
Recruitment to top posts in universities is delayed for two reasons. First, the university’s board of trustees delayed sending three names for the appointment of the vice-chancellor and tried to appoint a preferred person. Secondly, many times the government delays the appointment even after the names are proposed. This is what the concerned said.
The UGC said that despite repeated requests to the universities to appoint vice-chancellors, they are not appointing anyone to the post. Behind this is the attitude of the university trustees who want to maintain their authority. Due to lack of Vice-Chancellor, many universities have not been able to organize any convocation since their establishment.
Director of private university branch of UGC Dr. Omar Farooq said, we are trying again and again to fill the important vacant posts of private universities. A university cannot run well if these positions are not fulfilled.
President of Private University Association Sheikh Kabir Hossain said that the government is establishing government universities and giving approval to private universities because it wants to improve the country. The problem is that in private universities, it is difficult to appoint vice-chancellors and treasurers due to lack of qualified and skilled manpower.
Educationist Professor Sirajul Islam Chowdhury believes that no university can run smoothly without a vice-chancellor. He said, if there is no vice-chancellor, there is no discipline. Vice-Chancellor, Vice-Chancellor and Treasurer are essential organs of the University. It is not advisable to leave these posts blank
